Ha Tinh speeds up climate change adaptation infrastructure project worth nearly 3.300 billion VND

Ha Tinh is making efforts to create green spaces to overcome climate challenges.
The People's Committee of Ha Tinh province has just worked with a delegation from the Asian Development Bank (ADB) to review the progress of the implementation of the Priority Infrastructure Project to Adapt to Climate Change in Ha Tinh city (now in the wards and communes of Thanh Sen, Tran Phu, Ha Huy Tap and Cam Binh).
The project was approved by the Prime Minister in Decision No. 126/QD-TTg dated January 31, 2024; the Provincial People's Committee Chairman approved the feasibility study report in Decision No. 1698/QD-UBND dated June 30, 2025.
With a total investment of more than VND3.286 billion, the project uses ADB loan capital of more than VND2.318 billion, non-refundable aid capital of VND36 billion and more than VND930 billion in counterpart capital from the local budget.

The project aims to build synchronous infrastructure that adapts to climate change, contributes to reducing urban flooding, develops a regional transport system, improves people's quality of life and promotes the development of Ha Tinh's central urban area in a modern and sustainable direction.
The project consists of four main components: building a complete drainage system; expanding water storage and drainage capacity; developing a climate-resilient transport system; and technical support and management capacity enhancement components.
According to the Management Board of the project for investment in construction of traffic works and urban development of Ha Tinh province, up to now, the project is being implemented on schedule. The Ministry of Agriculture and Environment has approved the Environmental Impact Assessment Report. The Provincial People's Committee has submitted to the Ministry of Finance for appraisal of the debt repayment capacity and the plan for using the loan capital.
When implemented, the project will contribute to building a modern, climate-resilient central urban area of Ha Tinh.
Regarding site clearance, the Project Management Board has completed the marking and is currently preparing for investment in 3 resettlement infrastructure projects to serve the clearance and resettlement of affected people. Relevant units are also coordinating to complete documents and procedures for ADB to internally approve the project, as a basis for implementing the construction phase.
According to plan, from 2026 to 2029, the project will be implemented, completed and put into operation.
At the working session, Mr. Alexander David Nash, Senior Urban Development Specialist and Mr. Vu Ngoc Chau, Senior Agriculture and Natural Resources Project Manager, co-heads of the ADB delegation, highly appreciated Ha Tinh's efforts in preparing and implementing the project.
The two sides focused on discussing and agreeing on project design, assessing the sustainability of the loan, as well as reviewing issues related to finance, site clearance, and investment procedures.
In the spirit of responsible cooperation, ADB affirms that it will continue to accompany Ha Tinh to remove difficulties and obstacles, to ensure the project is implemented on schedule and in compliance with the regulations of Vietnam and ADB.
Vice Chairman of Ha Tinh Provincial People's Committee Tran Bao Ha emphasized that this is a project of special importance, contributing to the development of Ha Tinh's central urban area to develop modernly and adapt to climate change. Mr. Ha requested relevant departments, branches and localities to proactively coordinate and speed up the completion of documents and procedures, ensuring progress, quality and investment efficiency.
Ha Tinh province also hopes to continue receiving support from the Ministry of Finance and ADB to soon complete procedures, promote project implementation on schedule, and create a breakthrough in infrastructure and socio-economic development of the central urban area of Ha Tinh in the coming years.
