IFAD and Vietnam strengthen cooperation towards inclusive and climate-resilient rural development
Hanoi, October 15, 2025 – The International Fund for Agricultural Development (IFAD) and the Government of Vietnam held the National Conference on Country Strategy and Programme Review (CSPE), marking an important milestone in more than three decades of cooperation between the two sides to promote sustainable rural development and climate change adaptation...

Deputy Minister of Finance Tran Quoc Phuong speaks at the Conference
The event was attended by more than 100 delegates from central ministries, sectors, development organizations, local leaders and rural communities to review the results of IFAD support programs in Vietnam for the period 2012–2024.
The independent evaluation report shows that IFAD investments have had a lasting impact on rural livelihoods, helping smallholder farmers improve productivity, diversify their livelihoods and increase their resilience to climate and market shocks.
Ahead of the conference, the IFAD delegation visited the Mekong Delta region, witnessing concrete results of support projects. In Tra Vinh, the delegation surveyed smart agriculture solutions such as salinity monitoring buoys and automated irrigation systems, and worked with coconut cooperatives in Ben Tre, where IFAD supports the development of sustainable value chains.
Representing the Vietnamese Government, Deputy Minister of Finance Tran Quoc Phuong highly appreciated the effectiveness of cooperation with IFAD: “IFAD projects have demonstrated that well-directed investment, managed and owned locally, can create outstanding impacts. Our goal is to replicate these models, mobilizing more resources for innovation, climate adaptation and improving rural competitiveness.”

The discussion took place during the National Conference on National Strategy and Program Evaluation (CSPE).
The CSPE event not only summarizes the results of more than a decade of cooperation but also opens a new phase for the relationship between Vietnam and IFAD – towards inclusive, adaptive and sustainable rural development in the context of a green economy and global digital transformation.
