Prime Minister asks Hanoi to deal with air pollution and traffic congestion

Regarding urgent issues, Prime Minister Pham Minh Chinh requested Hanoi and localities to immediately develop and implement projects to mobilize resources to handle air pollution and traffic congestion in Hanoi, revive dead rivers, and ensure food safety for people.
On the morning of January 14, in Hanoi, Prime Minister Pham Minh Chinh chaired the 1th Conference of the Red River Delta Coordination Council and announced: Hanoi Capital Planning for the 5-2021 period, with a vision to 2030; Adjustment of the Hanoi Capital Master Plan to 2050, with a vision to 2045.

Air pollution and traffic congestion are urgent problems.

After listening to the reports and opinions at the conference, in his concluding remarks, Prime Minister Pham Minh Chinh, on behalf of the Government, acknowledged, highly appreciated and commended the efforts and important results of localities in the Red River Delta region in recent times, making important contributions to the overall achievements of the country.

Besides the very basic results achieved, Prime Minister Pham Minh Chinh pointed out that the Red River Delta still has some bottlenecks and bottlenecks.

According to the Prime Minister, air pollution, traffic congestion, and river environment are urgent issues. The current growth model has not caught up with the trend of the times, the regional economy has not developed commensurate with the potential, advantages, position, and especially important role of the region. Industrial development and FDI projects still have limitations, and have not formed value chains and industry clusters.

The implementation of the Regional and Provincial Planning Plan in some localities is still slow and not really drastic. The cooperation and connection between localities in the region are still not close. Public investment has not yet played a leading role. High-quality human resources still have limitations.

Emphasizing that our country is preparing to enter a new era - an era of national growth, strong development, civilization, prosperity, and increasingly prosperous and happy people, the Prime Minister said that it is necessary to prioritize growth, strive for GDP growth of at least 2025% in 8 and achieve the target of double-digit growth in the coming years.

The Prime Minister requested the Regional Council and localities in the region to thoroughly grasp the above spirit, with a mindset, methodology, and approach to solving problems that are close to the actual situation, timely, appropriate, and effective.

Double-digit growth target

Basically agreeing with the proposed tasks and solutions, the Prime Minister emphasized 6 important tasks and solutions that ministries, branches and localities need to focus on implementing to develop the Red River Delta sustainably, achieving the target of "double-digit" economic growth.

Firstly, according to the Prime Minister, it is necessary to concretize and immediately develop a plan to implement Resolution 01 and 02 of the Government in 2025. Secondly, it is necessary to resolutely and focus on removing institutional obstacles, reviewing laws, decrees, and circulars, clearly indicating which obstacles, where, who will resolve them, and how.

Third, the Prime Minister requested to complete the arrangement, streamline the apparatus and put the new apparatus into operation in the first quarter of 2025. Fourth, the Prime Minister requested to develop an Action Plan to implement Resolution 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, and the Government's action program to implement this Resolution, to be completed in January 1.

Fifth, build mechanisms and policies to mobilize all resources for development, taking public investment as the lead, activating private investment and all social resources. Sixth, actively, proactively and effectively deploy regional connectivity, especially traffic connectivity with projects such as the Capital Region Ring Road 4 and Hanoi bridges. Of which, Phu Dong Bridge and Tu Lien Bridge must start construction from now until April 30, 4; Ninh Binh - Nam Dinh - Thai Binh - Hai Phong Expressway will start construction of the remaining sections in the first quarter; start the Van Cao - Hoa Lac urban railway (Hanoi); start the Lao Cai - Hanoi - Hai Phong railway in 2025; remove backlogged and prolonged projects...

Reviving dead rivers

Regarding urgent issues, the Prime Minister requested Hanoi and localities to immediately develop and implement projects to mobilize resources to handle air pollution and traffic congestion in Hanoi, revive dead rivers, ensure food safety for people, etc., report to the Government on mechanisms and resources, and complete in the first quarter of 2025. At the same time, focus on mobilizing development resources and disbursing public investment.

For the Regional Coordination Council, the Prime Minister requested each member, ministries, agencies and localities in the Region to promote the highest responsibility, continue to be more active and proactive in implementing tasks and solutions, and better perform assigned tasks to strongly and effectively promote regional coordination activities, so that each conference of the Council is a happy day, achieving specific results, overcoming the limitations, inadequacies and weaknesses that the previous meeting pointed out and proposing breakthrough solutions to prioritize double-digit growth.

Regarding planning work, the Prime Minister acknowledged and commended Hanoi for coordinating with ministries, branches and localities to complete two very important plans for the capital, the Red River Delta and the whole country.

The Prime Minister highly appreciated the recently approved Hanoi Planning for finding and developing distinct potentials, outstanding opportunities, competitive advantages; discovering contradictions, shortcomings, limitations, challenges... to propose solutions to resolve and overcome them.

The Prime Minister emphasized that the implementation of the Planning must continue to closely follow the Party's guidelines and policies, the State's laws, the practical situation of localities, regions, the world, and the needs and aspirations of the people; have appropriate and effective measures to mobilize resources; respect the Planning and when adjustments are needed, they must be carefully considered and studied.

The Prime Minister suggested that Hanoi study and build a well-planned exhibition center to both increase publicity, transparency and public supervision, attract investment, and be a tourism product; build "villages in the city, cities in the village"; focus on developing cultural and entertainment industries, maximizing rich and heroic traditions and cultural and historical identities; effectively exploit underground spaces, water surfaces, lakes and ponds, especially the Red River.

At the conference, the Prime Minister emphasized five guiding ideas:

Firstly, resources come from thinking and vision, motivation comes from innovation and creativity, strength comes from people and businesses.

Second, the mindset must be clear, the determination must be high, the effort must be great, the action must be drastic and effective, each task must be completed; clearly assign people, tasks, time, responsibilities, and products.

Third, consider time, intelligence and decisiveness as the decisive factors for success.

Fourth, if the Party directs, the Government is unified, the National Assembly agrees, the People support, and the Fatherland expects, then we only discuss action, not retreat.

Fifth, talk goes hand in hand with action. Once committed, it must be done. Once done, it must bring about specific, measurable results.
