Principles for implementing greenhouse gas inventory in the Industry and Trade sector

The Ministry of Industry and Trade has issued Circular 38/2023/TT-BCT regulating techniques for measurement, reporting, appraisal of greenhouse gas emission mitigation, and greenhouse gas inventory in the Industry and Trade sector.

The Circular clearly stipulates principles for implementing greenhouse gas inventory and measuring, reporting, and appraising greenhouse gas emission mitigation.

Accordingly, greenhouse gas inventory, measurement, and reporting on mitigation of greenhouse gas (GHG) emissions need to comply with the following principles:

Completeness: GHG inventory, measurement, and reporting on GHG emission mitigation must be done for all GHG emission sources and GHG absorption sources. Data is collected continuously, without interruption;

Consistency: GHG inventory, measurement, and reporting on GHG emission mitigation ensure consistency in monitoring plans, calculation data, GHG inventory methods, and calculation methods for emission mitigation results. GHG;

Transparency: Documents, data, assumptions, operating data, applied coefficients, calculation methods are clearly explained, sources are cited, and are kept to ensure reliability and accuracy. high body;

Accuracy: Calculating GHG inventory, measuring and reporting GHG emission mitigation ensures reliability according to the selected methodology and minimizes errors;

Comparability: Results of GHG inventory, measurement, and GHG emission mitigation reporting of a facility or field must ensure that the data and methodology conditions are similar so that they can be compared. .

Appraisal of GHG emission mitigation needs to comply with the following principles:

Independence: Maintain independence from stakeholders in the process of performing tasks, objectivity in the evaluation process;

Fairness: Ensure honesty, accuracy, objectivity and unbiasedness.

Technical process for field-level GHG inventory

The technical process for field-level GHG inventory includes:

Determine the scope of GHG inventory at the sector level.

Collect operational data for field-level GHG inventory.

Select sector-level GHG emission coefficients.

Determine the field-level GHG inventory method.

Implement quality control and ensure the quality of field-level GHG inventories.

Assessing sector-level GHG inventory uncertainty.

Recalculate field-level GHG inventory results.

Develop a field-level GHG inventory report.

Scope of GHG inventory at sector level 

According to the Circular, GHG inventory of the energy sector, industrial processes and product use in the Industry and Trade sector includes:

GHG inventory for the energy sector: GHG emissions from fuel burning activities during electricity production and energy consumption in industries under the management of the Ministry of Industry and Trade; GHG emissions from mineral extraction activities.

GHG inventory for the field of industrial processes and product use:

GHG emissions in chemical and physical processes that do not consume energy in the chemical and metallurgical industries;

GHG emissions are refrigerant solvents from equipment and the process of producing and trading refrigerant solvents.

This Circular takes effect from June 11, 02.
