Science, technology and innovation are not only tools, but also powerful endogenous resources for Vietnam’s sustainable development. “We need to make breakthroughs in thinking, mechanisms and actions to turn knowledge and creativity into material strength, contributing to realizing the aspiration of building a rich, green, modern and prosperous Vietnam,” said Mr. Tien.

At the workshop, experts identified opportunities and challenges for science and technology development, green transformation, and sustainable national development in the coming period.

Experts and scientists point out that increasingly severe climate change, environmental pollution, extreme weather, natural disasters, storms and floods, etc. are real risks that seriously affect Vietnam's sustainable development.

In addition, national infrastructure is facing increasing pressure, especially in urban areas such as Hanoi and Ho Chi Minh City, which are often flooded and polluted by dust and air.

According to Mr. Hoang Nam, Permanent Vice Chairman of the People's Committee of Quang Tri province, in the current global context, humanity is facing many unprecedented challenges: increasingly serious climate change, natural resource depletion, environmental pollution and complex political-economic and social instability.

Faced with these challenges, science, technology and innovation are affirmed to be the key driving force for development, the key to realizing the goal of green transformation and sustainable development.

International practice has shown that countries that are at the forefront of science and technology development, digital transformation, and innovation are those that are more resilient to external shocks, better adapt to climate change, and at the same time improve national competitiveness and people's quality of life.

5 STRATEGIC BREAKTHROUGHS TO MAKE SCIENCE AND TECHNOLOGY TRULY BECOME A DRIVERS FOR GREEN TRANSFORMATION

Speaking at the workshop, Mr. Huynh Thanh Dat, Deputy Head of the Central Propaganda and Mass Mobilization Commission, affirmed that developing science and technology and innovation are decisive factors and foundations to help Vietnam achieve double-digit growth targets in the coming years; becoming a modern industrialized country by 2030 and a developed, high-income country by 2045.

In particular, according to Mr. Cuong, the Law on Science, Technology and Innovation recently promulgated by the National Assembly has laid a new institutional foundation, removing long-standing bottlenecks in the management, finance and commercialization of research results. This is a historic step, affirming the determination of the State and Government in granting autonomy and creating a clear legal corridor for science, technology and innovation activities.

In the coming period, the Ministry will continue to accompany ministries, branches, localities and the business community to turn science, technology and innovation into the central driving force of the green economy.

Also at the workshop, experts emphasized the view that for a real and effective green transformation, there needs to be synchronization in institutions, policies, finance, science and technology, human resources and social media. It is necessary to further promote the role of enterprises in research, application and commercialization of green technology; increase investment in basic science, core technology and digital transformation; and promote international cooperation on innovation, climate technology, renewable energy and resource management.

In recent times, the application of science and technology in areas such as renewable energy, smart agriculture, circular economy, resource and environmental management, digital economy... has achieved many important results, contributing to promoting green transformation and sustainable development according to the orientation of the 13th National Party Congress. However, to create real breakthroughs, stronger mechanisms and policies are needed; closer connections between the State, businesses, scientists and society...

From a local perspective, Mr. Hoang Nam said that Quang Tri will focus on rapid and sustainable economic development based on four pillars: Energy - logistics - tourism - green agriculture. Along with that, implementing three key breakthroughs including: Completing infrastructure, improving the investment environment; promoting science and technology, innovation and digital transformation; improving the quality of human resources.
