This is one of the specific tasks assigned by the Government to the Ministry of Agriculture and Environment in October 2025 and the coming time in the appendix issued with Resolution 316/NQ-CP of the Government.

SUBMITTING TO THE PRIME MINISTER FOR CONSIDERATION AND APPROVAL OF THE TOTAL EMISSION QUOTAS BY PERIOD AND EACH YEAR

Specifically, the Government assigned the Ministry of Agriculture and Environment to preside over and coordinate with agencies and localities to continue improving the quality of forecasting and warning of natural disasters, storms, floods, flash floods, landslides, and inundation; urge and guide localities to deploy work to prevent, combat, and overcome the consequences of storms and floods, and restore agricultural production after storms and floods.

Strengthening the application of science and technology, especially AI, promoting digital transformation in disaster prevention, control, search and rescue activities; upgrading information systems, establishing risk maps to enhance forecasting, ensuring real-time monitoring and early warning of natural disasters.

The resolution also emphasizes monitoring world market developments and countries' policies to inform and guide businesses and farmers to proactively prepare to meet market conditions and take advantage of export opportunities.

Along with that, perfecting the policy of building specialized rice growing areas, creating favorable conditions for farmers and businesses to promote research and development of high-yield, high-quality rice varieties suitable for market requirements, effectively using the brand and trademark of Vietnamese Rice; building standards on production, processing and product quality suitable for international integration.

Urgently complete the dossier of the Project to evaluate the implementation of Resolution No. 19-NQ/TW dated June 16, 2022 of the 5th Conference of the 13th Party Central Committee on agriculture, farmers, and rural areas to 2030, with a vision to 2045.

Regarding environmental issues, the Ministry of Agriculture and Environment will preside over and coordinate with agencies and localities to complete and submit to the Prime Minister a comprehensive environmental pollution treatment plan with a comprehensive approach, covering all pollution components (air, water, solid waste, etc.).

Review national technical regulations and environmental quality standards, study international experiences, amend and supplement in the direction of improvement, approaching the standards of advanced countries in the world.

The Resolution also emphasizes the requirement for the Ministry of Agriculture and Environment to preside over and coordinate with agencies to submit to the Prime Minister for consideration and approval of the total greenhouse gas emission quota by phase and annually; organize the allocation of greenhouse gas emission quotas to facilities according to the provisions of Decree No. 119/2025/ND-CP.

At the same time, complete detailed regulations on registration activities, granting greenhouse gas emission quota codes and carbon credits in accordance with the time the domestic carbon trading floor comes into operation.

According to the regulations on the organization of greenhouse gas emission quota allocation for facilities in Decree 119/2025/ND-CP amending and supplementing a number of articles of Decree 06/2022/ND-CP regulating greenhouse gas emission mitigation and ozone layer protection, in the period of 2025-2026, facilities allocated greenhouse gas emission quotas are thermal power plants, iron and steel production facilities, and cement production facilities on the list of facilities required to conduct greenhouse gas inventories issued by the Prime Minister.

The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Industry and Trade and the Ministry of Construction to pilot the proposal of allocation quotas for 2025 and 2026 for each thermal power plant, iron and steel production facility, and cement production facility, and report to the Prime Minister for consideration and approval of the total greenhouse gas emission quota by phase and annually.

Based on the total greenhouse gas emission quota approved by the Prime Minister, the Ministry of Agriculture and Environment shall allocate quotas to establishments before December 31, 2025.

SELECTING A SURVEY UNIT AND CONDUCTING SURVEY OF OFFSHORE WIND POWER PROJECTS

The Resolution also requires consideration, evaluation, and decision on the selection of survey units and assignment of sea areas to conduct offshore wind power project surveys under authority, in accordance with legal regulations on electricity, sea, marine resources and environment, islands and related regulations, ensuring progress in implementing offshore wind power project development; to be completed in October 2025.

In addition, research and advise the Government to issue a Government Resolution on regulations following a simplified procedure to resolve issues that are "bottlenecks" while the Fisheries Law has not been amended or supplemented; submit to the Prime Minister before October 15, 2025.

Develop a program to convert people's careers and livelihoods to conservation, aquaculture, exploitation, and sustainable use of aquatic resources; to be completed in the fourth quarter of 2025.

In the Resolution, the Government also requested to urgently complete the submission to competent authorities to issue a Resolution to remove obstacles in the implementation of the 2024 Land Law for urgent public investment projects and projects serving the 2027 APEC Conference.

"Rearrange the agricultural extension system and land registration offices to suit the two-tier local government model. Research and report to competent authorities to implement the construction of a land database under the public-private partnership (PPP) method."
Synthesize and promptly handle according to authority or report to competent authorities to handle recommendations from localities on support for materials, chemicals, plant varieties and livestock to restore agricultural production after natural disasters.

Continue to guide, inspect and urge localities to resolutely and synchronously deploy tasks and solutions to combat illegal, unreported and unregulated fishing; promptly rectify and thoroughly handle IUU fishing violations; determined to remove the IUU "yellow card" as soon as possible.

The Ministry is also assigned to preside over and coordinate with the Ministry of Industry and Trade and relevant agencies to urgently handle, according to its authority and legal regulations, the proposal of the People's Committee of Quang Ninh province regarding the increase of coal mining output and the granting of mining licenses from 01 year to 05 years, and report to competent authorities on issues beyond its authority.
