The technical guidance on inventory and verification of greenhouse gas emission reductions is fully completed.
Pursuant to Decree 06/2022/ND-CP, the deadline for large greenhouse gas (GHG) emission facilities to submit their first GHG Inventory Report is March 31, 03. In order to facilitate businesses in compliance, in the last days of 2025, the Ministry of Agriculture and Rural Development, the Ministry of Construction and the Ministry of Transport have issued Circulars providing technical guidance on GHG inventory and mitigation assessment for their sectors. The new Circulars are expected to take effect from the beginning of 2024.
Previously, after Decree 06/2022/ND-CP took effect, the Ministry of Industry and Trade and the Ministry of Natural Resources and Environment also issued circulars providing technical guidance on inventory and appraisal of GHG emission reduction.

In particular, the Ministry of Agriculture and Rural Development is managing two fields with distinct characteristics: Forestry and Livestock. Therefore, the Ministry has issued two Circulars to specify technical instructions for each field.
The completed technical guidance regulations are an important legal basis, not only helping to ensure compliance with regulations on greenhouse gas inventories but also creating an important premise for the roadmap for implementing a carbon market in Vietnam in the near future.
Regulations on technical and economic norms in GHG inventory and mitigation activities
In addition, to help stakeholders, especially state management agencies or organizations using the state budget in GHG emission inventory and assessment activities, have a basis for making estimates and finalizing costs, the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development have issued a Circular regulating economic and technical norms for specific activities.

The above circulars are the first legal basis that businesses need to pay attention to and refer to when conducting GHG inventories. In addition, businesses can also refer to ISO 14064-1 or refer to the guidelines of the Intergovernmental Panel on Climate Change (IPCC) and GHG Protocol during the inventory and emission reduction process.
