100% of construction projects using state budget capital in Hanoi must use recycled materials from construction waste instead of exploiting resources, according to the target set for 2030.
The Hanoi People's Committee issued a decision approving the Project "Overall management of construction solid waste in Hanoi until 2030" on June 6.

According to the goal by 2030, the city encourages construction projects using non-budgetary capital to apply recycled materials from construction solid waste. For projects using budgetary capital, the above application is mandatory.
The city also aims to collect 90% of total construction solid waste generated in urban areas and treat it to meet environmental protection requirements. Of this, 60% will be reused or recycled into products and materials using appropriate technology.
Construction solid waste is soil, rocks, broken bricks, soil mixed with plant residues, and substandard materials generated during the design, site preparation, and construction process.
Hanoi's demand for construction materials ranks second in the country, after Ho Chi Minh City. According to a study by a group of authors from the University of Transport and the Hanoi University of Natural Resources and Environment in the Journal of Natural Resources and Environment in 2022, Hanoi discharged more than 4.000 tons of solid construction waste in 2021, expected to increase to more than 9.400 tons in 2025. According to the newly approved project, the amount of this waste is forecast to be 3.400 tons per day by 2030.
Regarding construction solid waste treatment sites, Hanoi requires the continued use of two areas including the 6,5-hectare area at Phap Van-Cau Gie intersection (Hoang Mai district) and Nguyen Khe landfill (Dong Anh district) until 2026.
By 2030, in addition to the two above areas, the city will invest in new treatment and recycling projects according to the plan, increasing the total treatment capacity to 4.180 - 4.780 tons per day.
With the solution of consuming recycled materials from construction waste, Hanoi requires project investors to prioritize recycling and reusing construction waste generated right at the construction site. In addition, planting trees and grass at traffic projects and other projects must use organic soil extracted from the cultivated layer of rice and crop land.
At the same time, bidding activities need to prioritize the criteria of using recycled materials from construction waste to ensure the environment.
In addition, the city requires the completion of support policies and regulations on the use of recycled products from construction waste such as crushed products and unburnt bricks.
In fact, the city has promoted the recycling of construction waste and invested in a number of points for collecting and crushing construction waste. Hanoi has also piloted a line for crushing construction waste and reusing it as foundation materials at the construction site of Ring Road 3, Mai Dich - Nam Thang Long section.
However, the piloting and application of these waste recycling products is difficult due to the lack of adequate legal basis and technical standards in application.
