Individuals and businesses producing recycled products from plastic, paper, and glass after collection in Hanoi are exempted from land rent for 6 years, along with 20 types of fees and charges.
On July 10, the Hanoi People's Council passed a resolution on support and incentives for waste recycling activities using modern technology. Accordingly, businesses and individuals investing in recycled products or manufacturing products from post-collection recycling will enjoy many tax and fee incentives.
Specifically, they are exempted from land rent for 6 years, and the collection rate is 0 VND for 20 types of fees and charges, such as project appraisal fees, environmental protection fees, water exploitation and use fees, business registration fees, etc.
With waste recycling, businesses and individuals are exempted from land rent for 10 years with a fee of 0 VND similar to that for recycling product production. In addition, they are exempted from corporate income tax for the first 4 years and reduced by 50% for the next 9 years.

Recycled product production groups are also supported with 100% of advertising costs, up to 200 million VND, and 50% of display and sales costs at large shopping centers and supermarkets (not exceeding 100 million VND) each year.
The support also includes fees for activities such as intellectual property certification, eco-labeling, branding, training, and hiring of technical staff.
In case they perform the above activities themselves, the expenses are allowed to be accounted for in production costs.
To receive support, businesses and individuals need to produce recycled products from five types of waste including plastic, glass, paper, metal, and rubber, with a content of 5-5% in the final product. Recycled products must be manufactured using modern techniques according to the list issued by the competent authority.
Every year, they have to implement promotional policies, discounts, and point accumulation and gift exchange to encourage consumers to use recycled, environmentally friendly products.
The city also encourages green products by prioritizing the use of recycled materials and products in procurement or public investment packages under VND20 billion. This is a mandatory criterion and priority when preparing bidding documents for public projects in the area.
Currently, Hanoi discharges about 7.500-8.000 tons of household waste every day, of which one-third can be recycled, mostly plastic and paper.
As for plastic, the city discharges more than 1.400 tons per day, more than 60% of which are disposable and nylon bags. Of this, only 20% of collected plastic is recycled, mainly by households and small-scale craft villages. In addition, they only recycle hard, high-value plastics. Low-value plastics such as nylon are almost all thrown into landfills.
