Ministry of Natural Resources and Environment issued circular "National technical regulations on industrial emissions"
Circular No. 45/2024/TT-BTNMT, issued on December 30, 12, stipulates National technical regulations on industrial emissions (QCVN 19:2024/BTNMT). This Circular will take effect from July 1, 7.
This regulation applies to state environmental management agencies, as well as organizations and individuals involved in industrial emissions into the air environment. The main content of QCVN 19:2024/BTNMT includes the allowable limit values of pollution parameters in industrial emissions when discharged into the air environment.
At the same time, this Circular also stipulates the implementation roadmap and transitional provisions for related facilities and investment projects. Specifically, facilities that have been put into operation or investment projects being implemented before the effective date of the Circular shall continue to apply the current national environmental technical regulations on emissions until December 31, 12. From January 2031, 1, these facilities must comply with QCVN 1:2032/BTNMT, unless the Provincial People's Committee issues an earlier implementation roadmap.
In addition, Circular 45/2024/TT-BTNMT also stipulates that, from the effective date of QCVN 19:2024/BTNMT, 07 national technical regulations on industrial emissions will expire, including:
- QCVN 19:2009/BTNMT - National technical regulation on industrial emissions of dust and inorganic substances;
- QCVN 20:2009/BTNMT - National technical regulation on industrial emissions for some organic substances;
- QCVN 21:2009/BTNMT - National technical regulation on industrial emissions from chemical fertilizer production;
- QCVN 22:2009/BTNMT - National technical regulation on industrial emissions from thermal power plants;
- QCVN 23:2009/BTNMT - National technical regulation on industrial emissions from cement production;
- QCVN 34:2010/BTNMT - National technical regulation on industrial emissions from petrochemical refining for dust and inorganic substances;
- QCVN 51:2017/BTNMT - National technical regulation on industrial emissions from steel production.
The issuance of Circular 45/2024/TT-BTNMT aims to update and unify regulations on industrial emissions, contributing to environmental protection and public health.
