It is expected that about 3.000 - 5.000 motorbikes will be tested for emissions. Motorcycles are motorbikes and mopeds of companies belonging to the Vietnam Association of Motorcycle Manufacturers - VAMM (Honda, Yamaha, Suzuki, Piaggio, SYM). The implementation period is 2 years: 2021 and 2022.

Implementation methods include: Measuring emissions from old motorbikes circulating in the city; Investigate and collect relevant information through questionnaires and interviews; Identify and pilot priority solutions to control traffic emissions for motorbikes and motorbikes circulating in some areas of the city to improve the air environment; Organize consultations with district authorities, community groups and residents on the issue of traffic emission control for motorbikes and motorbikes in circulation related to environmental pollution; Prepare reports for submission to all levels, including policy recommendations and some solutions suitable for the city on emission control for motorbikes and motorbikes.

The Vietnam Association of Motorcycle Manufacturers (VAMM) will proactively invest in 8 sets of emission measuring equipment (emission analysis equipment, cameras, computers...) and install it at 8 dealers. VAMM will support dealers' technical staff to measure emissions, maintain vehicles, and give gifts to customers participating in the research.

In addition, 34 collection points will be set up at 34 VAMM dealers to receive and process discarded motorbikes from people. Support the recovery and processing of motorbikes and mopeds that people voluntarily dispose of; At the same time, financial support from 0 - 4 million VND/vehicle is provided to people who dispose of old vehicles and want to convert to new motorbikes or motorbikes. The level of support depends on the type of vehicle and car brand that people want to buy (expected support for 3.860 vehicles).

Currently, Hanoi has more than 5,7 million motorbikes (of which, about 2,5 million old motorbikes registered before 2000) and over 730 thousand cars, not including many vehicles from other provinces that regularly visit the city. traffic in the area. Emissions from vehicles, especially old vehicles, include suspended dust particles, carbon monoxide (CO), hydrocarbons (HC), nitrogen oxides (NOx) and other substances. The difference increases over time and increasingly exceeds the allowable limit. These pollutants affect the quality of the urban air environment, and are also the cause of direct impact on the health of the residential community in Hanoi.
