EVN said that recently, the Group received recommendations from a number of solar power investors in Ninh Thuan province. The farm owner is subleasing the land and infrastructure to a number of other companies for farming and installation of solar power systems with a capacity of less than 1 MW, 22 kV voltage connection to serve production needs. export and sell electricity to the national grid.
Up to now, most systems have photovoltaic panels installed directly on a support frame to cover the internal road area and on a construction frame with a mesh covering the farming area that has been approved by the Company. Ninh Thuan Electricity installed 2-way meters to record output generated on the grid but has not been able to sign contracts and pay for electricity purchased from the solar power system.
Another enterprise in Ninh Thuan province also has a solar power system installed directly on a support frame as a roof for a high-tech agricultural production area. According to investors, not using roofing sheets is to accommodate agricultural production activities below, reduce water use, and reduce sunlight to suit the crops and livestock under the roof.
Currently, Ninh Thuan Electricity Company cannot sign contracts and pay for electricity purchased from the above mentioned solar power systems because the purchase price of electricity from these systems is not determined as rooftop solar power. or ground-mounted solar power according to Decision 13/2020/QD-TTg dated April 6, 04 of the Prime Minister on the mechanism to encourage solar power development in Vietnam.
Article 3 of Decision 13/2020/QD-TTg stipulates: “Rooftop solar power system is a solar power system with photovoltaic panels installed on the roof of a construction project and has an unlimited capacity. exceeding 1 MW, connected directly or indirectly to the electricity grid with a voltage level of 35 kV or less of the electricity buyer.
According to EVN, in addition to the cases mentioned above, there are many cases of solar power systems with similar properties. Therefore, EVN requests the Ministry of Industry and Trade and the Department of Electricity and Renewable Energy to consider and soon guide specific criteria to distinguish between rooftop solar power systems and grid-connected solar power systems. , creating favorable conditions in determining electricity purchase prices for solar power systems in accordance with the provisions of Decision 13/2020/QD-TTg of the Prime Minister.
