The Berlin Bundestag passed the Berlin Solar Energy Act on Thursday which would require photovoltaic systems to be installed on all new buildings in the German capital from 2023.

The new provisions of the law apply to all newly built buildings as well as major roof renovations in existing buildings with a usable area of ​​more than 50 square meters.

The photovoltaic system must cover at least 30% of the roof area. In addition, these regulations have also defined the minimum requirements for residential buildings: Photovoltaic systems with a capacity of 2 kW must be installed for a maximum of two apartments, 3 kW systems for buildings. Residential houses with three to five apartments and 6 kW systems for 6 to 10 apartments.

The implementation of these new rules will be supported by a financing program for PV deployment run by Investitionsbank Berlin in the form of investment grants and loans.

Anyone violating the above PV regulations will have to pay a fine of up to €5.000 if it is a one- or two-family home. For multi-family homes, the fine can be up to a maximum of €25.000 and for non-residential buildings up to €50.000.
