Demand for using renewable energy for production increases

At the workshop on Strengthening environmental management capacity and green transformation in industrial zones (IZs) in Dong Nai province organized by the Management Board of Dong Nai Industrial Zones in coordination with the Vietnam Chamber of Commerce and Industry (VCCI) Recently, many businesses are interested in applying renewable energy (RE) in production.

However, in Dong Nai there is not much renewable energy supply; While the supply source with the greatest advantage is solar power, which is still waiting for new policies and regulations on complex environmental and construction procedures.

* Need green energy source

Ansell Vina Company Limited (Long Thanh Industrial Park) is an enterprise operating in the field of design, development and production of glove products. The company has a 5 square meter factory roof system2. Recently, the company submitted a written request to the Management Board of Dong Nai Industrial Parks to guide procedures for implementing rooftop solar power projects for internal use of the factory.

Similarly, Saitex International Dong Nai Co., Ltd. operating in the garment sector also needs procedural support to deploy renewable energy projects for production. Ms. Nguyen Ngoc Kim Oanh, Head of the company's Occupational Safety and Health and Sustainable Development Department, said that in May 5, the company signed a contract with a solar power installation partner but could not proceed. for many reasons. According to Official Dispatch No. 2020 dated January 162, 19 from the Management Board of Dong Nai Industrial Parks, investment in rooftop solar power projects can only be implemented in industrial parks that have been approved by competent authorities to attract manufacturing industries. electricity generation, thermal power, and electricity distribution in the environmental impact assessment report of the industrial park. The company's factory is in Amata Industrial Park, not in the industrial park that attracts solar power projects, so it cannot be deployed.

“We really want to use renewable energy sources. We have worked with relevant parties on this issue but at this time we have not been able to proceed. Hopefully in the near future, our company will be able to install a solar power system because the project is for internal use, not buying and selling electricity" - Ms. Oanh said.

Mr. Dinh Minh Thao, representative of Sonadezi An Binh Joint Stock Company (infrastructure investment unit of Bien Hoa Industrial Park 1) said that many households have now converted electric water heaters to solar water heaters and lamps. Roads using grid electricity have changed to lights using solar batteries, but not many businesses and industrial parks have taken advantage of this energy source, if any, there are very few. According to Mr. Thao, currently some businesses are interested in green transformation to save energy, but procedures have not encouraged investors, communication issues and policies to support green transformation at enterprises and industrial parks are still limited.

Mr. Vo Dinh Chuong, TPC VINA Plastics and Chemicals Co., Ltd. (Long Thanh District) said that businesses want to cooperate in making 0 VND solar power projects. This project theoretically brings benefits to investors who rent factory roofs through selling electricity to businesses; Enterprises can use it cleanly without having to invest capital or maintenance costs. But currently both investors and businesses have to wait because the new solar power policy is not yet available.

Some businesses have difficulty accessing preferential capital sources to support green transformation in industrial production.

* Need to have simple and stable policies

Sharing at the above seminar, Mr. Le Xuan Thinh - Director of Vietnam Cleaner Production Center Co., Ltd. said that Vietnam is considered one of the 10 countries with the largest investment in renewable energy. However, solar power projects serving industrial production are still limited. For businesses and industrial parks to respond to the national strategy on green transformation; Reducing greenhouse emissions and saving energy through solar power installation requires appropriate policies, encouraging on-site installation and use, and promoting businesses to develop energy by purchasing at reasonable prices. . “Renewable energy is an endless source of energy. Not only does it help save input costs and increase product value in the marketplace, but it also contributes to environmental protection, aiming for the net zero emissions target by 0 that the Government set out in the National Strategy. on green growth in the period 2050-2021, vision 2030. There needs to be reasonable, simple, stable policies for renewable energy" - Mr. Thinh said.

Mr. Nguyen Huu Nam, Deputy Director of VCCI branch in Ho Chi Minh City, said that renewable energy has the advantages of being clean, causing little environmental pollution, and low electricity costs, but has the disadvantage of high initial investment costs. Low stability, power source is easily affected by natural impacts. Therefore, not many factories and industrial parks use renewable energy from the sun for production.

In fact, many businesses are currently interested in using renewable energy for industrial production. However, in Dong Nai there are not many sources of this type of energy. The supply source with the biggest advantage is solar power on factory roofs with few large-scale projects. Currently, only industrial parks: An Phuoc, Nhon Trach 3 - phase 1, Ho Nai - phase 2 and Ong Keo are eligible to attract solar power investment projects. Enterprises have problems with regulations on environmental and construction procedures.

According to the Management Board of Dong Nai Industrial Parks, to install solar power systems on factory roofs, projects must meet environmental procedural conditions (according to Document No. 6872/BTNMT-TCMT dated December 7- 12 of the Ministry of Natural Resources and Environment on guiding environmental impact assessment procedures for rooftop solar power production in industrial parks; Instruction No. 2020/TCMT-TD dated August 2526, 31 of the General Department of Environment environmental impact assessment procedures of solar power investment projects) and construction (according to the Construction Law and guiding circulars).

 Recently, the General Department of Environment has guided businesses that do projects to create rooftop power sources for internal use and do not buy or sell electricity, so they are not subject to preparing an environmental impact assessment report (additional professions). ) of the Industrial Park. Enterprises themselves consider, decide, are responsible before the law and show it in the dossier requesting inspection and completion of environmental protection works sent to the Management Board of Industrial Parks. Previously, the Construction Law also had a circular guiding cases of exemption from construction permits: internal or external repair and renovation works that do not change the use function or affect the structure. load-bearing safety of the project, in accordance with the construction planning approved by the competent authority; Safety in terms of fire prevention, explosion protection and environmental protection.
